Dick Heitschmidt


James R. "Dick" Heitschmidt is currently Chief of Police for the City of Hutchinson, Kansas. He has held this position since July of 1992.

From January 1986 to July 1992, he was Director of Administrative Services for both the Hutchinson Police Department and the Reno County Sheriff's Office. His primary responsibility was the planning and implementation of a county wide E-911 system, along with the consolidation and automation of both departments' Records sections. From 1972 to 1980, he served as a Deputy on the Reno County Sheriff's Office. From 1980 through 1985, he served as the Undersheriff of Reno County.

He is a graduate of the FBI National Academy, the National Sheriffs Institute and the FBI Law Enforcement Executives Development Institute and has completed an Executive Development Program at Wichita State University. He is also a graduate of the United States Army's Hazardous Devices School at Redstone Arsenal. He is a past President of the Kansas Association of Chiefs of Police and serves as a Commissioner on the Governor's Commission on Emergency Response and Planning.
