Brush Up Hutch! is sponsored by the Hutchinson Housing Commission and the City of Hutchinson Planning and Development Department and was created to to provide financial assistance to income-eligible homeowners in the City of Hutchinson to enable them to repaint the exterior of their homes and alleviate deteriorating housing conditions within the City.
This program was established in conjunction with the adoption of the International Property Maintenance Code (effective July 1, 2017). Because the code requires home exteriors to be painted, homes in the greatest need of paint will be given highest priority to receive funding.
Homeowners interested in receiving financial assistance to paint the exterior of their home can print out and complete the Brush Up Hutch! application and bring it to the City of Hutchinson Planning and Development Department located at the City of Hutchinson City Hall located at 125 East Avenue B. Applications are also available at the Planning Department. Applications are highly encouraged to be submitted between March 1 to October 31.
The program is operated on a 1st-come, 1st-serve basis and gives priority to homes in most need of exterior paint.

The following income guidelines illustrate the maximum yearly income based on number of people in the household and 120% of the 2012 median family income in Reno County:
Total income is calculated from all regular payments (i.e., weekly, biweekly, semi-monthly, or monthly) resources and is based on gross pay - before taxes and expenses are deducted - over 3 pay periods. Income guidelines must be met if applicant’s home is valued over $50,000.

Application Review Process
Each application submitted to the City will be carefully reviewed, based on the aforementioned eligibility requirements, by Planning and Development staff members. The City of Hutchinson reserves the right to decline consideration of any and all applications if eligibility requirements are not met or if funding is not available within a calendar year. Declined applications may be kept on file and considered the following calendar year.Once the application is approved, the applicant will be notified and given a certificate of approval. City staff will then take a "before" picture of the house. The applicant has 90 days to paint the exterior of his/her home. An "after" picture will be taken of the completed project. Once the painting is completed, the applicant may bring in the receipt and the City will reimburse up to $500.
